Thailand's NESDC (National Economic and Social Development Council) is fast-tracking the establishment of a Data Center Policy Board to develop regulatory frameworks for the booming sector. Water consumption emerges as the biggest challenge—far exceeding electricity concerns—due to impacts on households and other industries. The council is consulting with water resources and environmental agencies to create guidelines covering project approval through operations, drawing lessons from cases in Netherlands and Ireland where data centers consumed 84M+ liters annually and 21% of national power respectively. The sector currently lacks clear legal classification, allowing ad-hoc facility conversions (e.g., in Rama IX area), making cohesive governance urgent.
