However, implementation faces significant obstacles: most local authorities lack sufficient budget and personnel to run these programs effectively. Academic experts highlight three key benefits of the new policy while warning that success requires careful resource allocation, addressing the critical shortage of care professionals (nurses, care managers, social workers), and ensuring sustainable compensation to retain trained staff. Without these foundational reforms, the policy will struggle to support Thailand's aging society by 2027.
