Thailand's PM presented an emergency decree (พ.ร.ก.) to the Senate authorizing 400 billion baht in borrowing to address energy crisis impacts and fund the energy transition. The government emphasized the funds are urgent, necessary, and will not breach the 70% public debt ceiling. The decree has already been enacted and validated by the Constitutional Court as constitutional.
