Thailand's EGAT (state power utility) and NSTDA (national science/tech agency) are jointly developing an end-to-end EV battery management system. Batteries with >70% state-of-health (SOH) are repurposed into energy storage systems (BESS); those below 70% enter recycling to recover critical minerals (black mass) for new battery production. This circular-economy approach is piloted at PTEC testing facility and a black-mass extraction plant in Ayutthaya (partnered with Thammasat University). Additional initiatives include planning a circular industrial estate with the Industrial Estate Authority and policy research with TDRI to establish battery-tracking systems and producer responsibility frameworks—addressing a current regulatory gap in Thailand.
