Thailand's Energy Ministry endorses the "Solar One Million Roofs" policy backed by Deputy PM Ekniti, targeting 50 billion baht from the emergency decree to provide free rooftop solar installations. The key mechanism is "On-bill Financing"—state banks (Krungsri, Government Housing Bank) offer 2–4% soft loans with no upfront payment; households repay through monthly electricity bill savings (~2,150–2,200 baht/month for a 5kW system). Full payback in 5–7 years allows citizens to see net savings from month one. If 1 million installations succeed (5,000 MW), electricity costs could drop ~5 satang/unit nationally by reducing LNG imports and restructuring the energy supply. The ministry removed installation permit delays (7 days) and opened 500 MW of clean energy purchase capacity.
