Minister of Industry Weerawut Shilpaarch proposed to the Prime Minister relaxing the 2-million-cubic-metre water source threshold to allow local authorities to develop "monkey cheek" (emergency spillway) projects following the late Buddhist Era 9 royal conservation model. The proposal aims to better manage massive water inflows expected from storm surge flowing into the Tha Chin river system and reduce flooding impact on communities. Unlocking this regulatory condition would enable larger-scale water management interventions by local governments, which currently lack capacity to maintain sources above 2 million cubic metres.
